Arthur B. Capper, Jr.
Mr. Capper, 82, passed away at his home in Charlotte on December 2, 2010.
Mr. Capper was born on February 25, 1928 in Philadelphia, PA to the late Arthur B. Capper, Sr. and Lillie Smith Capper. He was married to his wife, Kathryn H. Capper, for 42 years. In addition to his wife, he is survived by a son, David W. Capper; a daughter, Leslie-Ann Capper; a brother-in-law, Bob Hamilton of Charlotte; a sister-in-law, Lou Hamilton and her sons (his nephews), Tim Walters and his family, and Chris Hamilton and his family of Salisbury, NC; a cousin, Stew Himmelrich of Philadelphia and his sons, Don Himmelrich and family of York, PA and Bill Himmelrich of Philadelphia; nephews, Beau Perry of Georgia and Jason Perry and family of Virginia; and a niece, Lt. Laura Perry currently of Afghanistan.
Mr. Capper was a graduate of Central High School in Charlotte. He attended North Carolina State College (now University) where he played varsity basketball and from which he was awarded the B.M.E. degree in 1949. In 1990 he was awarded the M.B.A. degree from UNC Charlotte. He enjoyed a long and distinguished career as a Professional Engineer, retiring from the North Carolina Department of Environment and Natural Resources in 2009. Additionally, he received a direct commission in the Corps of Engineers Reserve in 1952, where he served as an s-3 training officer for the 3285th Army Reserve Force School Unit, retiring with the rank of Lieutenant Colonel. He was also a Brother of the Charles M. Setzer #39 A.F. & A.M. and was a 32nd Degree Scottish Rite Mason.
Mr. Capper was widely and well known in the sports arena. In 1946 he began what turned out to be a 63-year involvement in officiating football and basketball games by officiating basketball games at Johnson YMCA. He subsequently officiated at the Pop Warner, high school, and college levels, including the ACC, Southern Conference, SAC 8, and the Big South Conference among others. During this period, he was involved with the North Carolina High School Athletic Association. He also served as a teacher of officials. It is noteworthy that he not only taught the rules of the game but he also taught integrity through the game. Mr. Capper's long and distinguished career in officiating was honored in 2007 when he received the Golden Whistle Merit Award from the North Carolina High School Athletic Association and the Dick Knox Distinguished Service Award from the North Carolina Athletic Officials Association.
Related to his interest in football officiating, Mr. Capper was active with the Shrine Bowl of the Carolinas. After officiating (as the back judge) in the 1961 Shrine Bowl football game, he served on the officials committee from 1962 to 2009. His service to the Shrine Bowl was honored in 2001 when he received the General Chairman's Award.
A celebration of Art's life will be held at 1:00 p.m. on Tuesday, December 7, 2010 at Wilson Funeral Service, 5301 Albemarle Road, Charlotte. Burial will be private. The family will be receiving friends following the service at the funeral home.
